CHARITY HELPERS VS CIVIC HELPERS EXPLAINER

PURPOSE

This document explains the relationship, separation, and intended roles of two distinct organizational frameworks:

- Charity Helpers Foundation, a 501(c)(3) public charity
- Civic Helpers Network, a planned 501(c)(4) social welfare organization

This explainer exists to prevent confusion, protect participants, and ensure legal and ethical clarity.

--------------------------------------------------

CHARITY HELPERS FOUNDATION (501(c)(3))

Charity Helpers Foundation is a federally recognized 501(c)(3) public charity.

Its activities are limited to:
- charitable programs
- educational initiatives
- mutual aid
- humanitarian assistance
- nonpartisan community support

Under this structure:
- donations may be tax deductible
- political advocacy is restricted
- no partisan activity is permitted
- funds must be used for charitable purposes only

Lodges operating under Charity Helpers Foundation must comply with all 501(c)(3) limitations.

--------------------------------------------------

CIVIC HELPERS NETWORK (501(c)(4), PLANNED)

Civic Helpers Network is a documented but not yet activated organizational framework intended to operate as a 501(c)(4) social welfare organization.

Its future purpose may include:
- civic engagement
- policy discussion
- community advocacy
- organizing around local economic or civic issues

Under a 501(c)(4) structure:
- donations are generally not tax deductible
- limited political advocacy may be permitted
- activities must still serve a social welfare purpose

Civic Helpers Network does not currently accept funds and is included in documentation for planning and transparency purposes only.

--------------------------------------------------

LEGAL AND OPERATIONAL SEPARATION

Charity Helpers Foundation and Civic Helpers Network are legally distinct and operate independently.

They do not share:
- bank accounts
- funds
- donor lists
- governance authority
- messaging control
- political activity

Any future activation of Civic Helpers Network will occur only after proper legal formation and compliance.

--------------------------------------------------

SHARED FRAMEWORK, NOT SHARED CONTROL

Both organizations may reference a common lodge framework, cultural principles, and documentation style.

However:
- affiliation is granted separately
- activities are evaluated independently
- compliance requirements differ
- participation in one does not imply participation in the other

Individuals may choose to participate in both contexts, provided all separation rules are respected.

--------------------------------------------------

WHAT EXISTS NOW VS WHAT IS PLANNED

Currently active:
- Charity Helpers Foundation (501(c)(3))
- Charity Helpers Lodges operating under charitable limitations

Documented for future use:
- Civic Helpers Network (501(c)(4))
- Civic Helpers Lodges operating under civic engagement guidelines

No Civic Helpers funds or operations are active at this time.

--------------------------------------------------

WHY THIS SEPARATION EXISTS

This separation exists to:
- protect charitable status
- allow clear compliance
- prevent accidental violations
- give participants informed choice
- support long-term scalability

Clear boundaries protect everyone involved.

--------------------------------------------------

SUMMARY

Charity Helpers Foundation and Civic Helpers Network are related in purpose but separate in operation.

They share values and structure, not money or authority.

This distinction ensures:
- legal compliance
- transparency
- participant safety
- organizational integrity
