CONFLICT RESOLUTION AND MEDIATION SYSTEM

PURPOSE

This document defines a voluntary mediation process for resolving interpersonal conflicts and conduct concerns within lodges.
The goal is to restore function, clarify expectations, and allow cooperation to continue where possible.

This process does not administer punishment and does not replace external legal systems.

SCOPE AND LIMITS

The mediation system may:
- address interpersonal conflicts
- clarify participation expectations
- support restoration of working relationships
- determine continued participation within a lodge

The mediation system may not:
- impose fines or penalties
- compel participation
- replace legal processes
- investigate criminal activity
- exercise authority beyond affiliation

VOLUNTARY PARTICIPATION

Participation in mediation is voluntary.

Any party may:
- request mediation
- decline mediation
- disengage from mediation at any time

Declining mediation does not imply fault.

WHEN MEDIATION IS APPROPRIATE

Mediation may be used when:
- disagreements affect function
- communication has broken down
- expectations are unclear
- tensions persist without resolution

Mediation is not required when:
- immediate separation is necessary
- safety or dignity is threatened
- behavior is clearly incompatible

MEDIATION PROCESS

A typical mediation process may include:

- identification of the issue
- selection of a neutral facilitator
- clarification of concerns
- discussion of expectations
- agreement on next steps or separation

The process should be proportional and time-limited.

OUTCOMES

Possible outcomes include:
- clarified expectations
- agreed behavioral changes
- adjusted roles or participation
- voluntary separation
- termination of lodge participation

Outcomes affect only participation within the lodge.

Mediation outcomes may be summarized for local records.

Documentation should:
- be factual
- avoid character judgments
- focus on decisions and actions

No permanent records follow individuals beyond participation.

ESCALATION

If mediation fails or is refused and harmful behavior continues:
- local separation may occur
- structural consequences may be considered if behavior is tolerated

SUMMARY

Mediation exists to support cooperation, not to decide who is right.

When mediation no longer serves function, separation is appropriate.
