INDIVIDUAL MISCONDUCT AND STRUCTURAL RESPONSIBILITY

PURPOSE

This document clarifies the distinction between individual misconduct and lodge-level responsibility.
It exists to prevent sabotage, protect good-faith participants, and ensure fair evaluation of lodge conduct.

INDIVIDUAL MISCONDUCT

Individual misconduct refers to actions by a participant that violate participation standards.

Examples include:
- harassment or intimidation
- hate-based language or symbols
- disruptive behavior
- refusal to respect meeting processes

Individual misconduct does not automatically reflect the lodge.

LOCAL AUTHORITY AND EXPECTATION TO ACT

Lodges are expected to address individual misconduct promptly.

Appropriate responses may include:
- removal from a meeting
- suspension of participation
- revocation of membership locally

Immediate action protects the lodge and other participants.

STRUCTURAL RESPONSIBILITY

A lodge is evaluated based on its response to misconduct.

Structural responsibility is implicated when:
- harmful behavior is tolerated
- leadership refuses to act
- misconduct is defended or excused
- patterns persist without correction

Failure to act may result in structural consequences.

ANTI-SABOTAGE SAFEGUARD

Isolated incidents do not trigger structural action when addressed promptly.

Structural consequences are considered only when:
- a lodge fails to respond
- harmful behavior becomes normalized
- corrective action is refused
