LODGE AUTONOMY AND OVERRIDE LIMITS

PURPOSE

This document defines the balance between local lodge autonomy and the limited circumstances under which affiliation-level intervention may occur.
Its purpose is to protect local independence while preserving system integrity.

LOCAL AUTONOMY

Lodges operate with broad local autonomy.

Lodges may:
- determine meeting schedules
- select internal roles
- choose projects and priorities
- manage internal discussions
- resolve conflicts locally

Autonomy is the default state.

NO ROUTINE OVERRIDE

There is no routine or ongoing oversight of lodge activity.

Affiliation does not grant:
- supervisory authority
- day-to-day control
- approval requirements
- directive power

Lodges are trusted to self-govern.

LIMITED OVERRIDE CONDITIONS

Affiliation-level intervention may occur only when necessary to:
- protect legal compliance
- prevent harm or intimidation
- address tolerated extremist behavior
- respond to persistent structural incompatibility
- protect the reputation of the broader framework

Override is a safeguard, not a management tool.

NATURE OF OVERRIDE

Override actions may include:
- issuing clarification or guidance
- restricting access to shared capabilities
- withdrawing affiliation from a lodge structure

Override does not:
- manage internal affairs
- discipline individuals
- impose penalties
- assume control of lodge operations

TRANSPARENCY OF ACTION

When override action occurs:
- the reason is documented
- the scope is limited
- the action is proportional

Where possible, lodges are informed before or during action.

RESTORATION AND EXIT

Lodges may:
- restore compatibility through corrective action
- voluntarily exit affiliation
- re-form as a new lodge structure

Exit and re-formation are always permitted.
