STRUCTURAL DISBANDING AND RE-BANDING

PURPOSE

This document defines how lodge affiliation may be withdrawn and how new lodges may re-form.
It exists to allow clean separation without stigma, punishment, or harm to individuals.

--------------------------------------------------

STRUCTURE-BASED AFFILIATION

Affiliation applies to lodge structures, not to individuals.

Individuals are never banned from organizing independently.
Disbanding affects only the use of shared names, affiliation, and system-supported capabilities.

--------------------------------------------------

WHEN DISBANDING MAY OCCUR

Structural disbanding may occur when a lodge:
- demonstrates persistent incompatibility with shared principles
- tolerates harmful or extremist behavior
- refuses to address misconduct
- exposes participants or the system to risk
- rejects required legal or compliance boundaries

Disbanding is not used for isolated incidents handled appropriately.

--------------------------------------------------

NATURE OF DISBANDING

Disbanding involves:
- withdrawal of lodge designation
- removal from directories or listings
- loss of access to shared capabilities
- termination of affiliation representation

Disbanding does not:
- assign blame to individuals
- impose punishment
- restrict lawful activity
- follow participants elsewhere

--------------------------------------------------

COMMUNICATION OF DISBANDING

Disbanding is communicated in neutral terms.

Communication focuses on:
- structural incompatibility
- scope and effect of disbanding
- available next steps

No public accusations or moral judgments are made.

--------------------------------------------------

RE-BANDING

Individuals may re-form a lodge at any time.

Re-banding requires:
- formation of a new lodge structure
- acknowledgment of participation standards
- alignment with shared principles

Re-banded lodges do not inherit prior designation automatically.

--------------------------------------------------

NO PERMANENT STIGMA

Disbanding creates no permanent mark.

Past disbanding:
- does not disqualify individuals
- does not prevent future participation
- does not carry reputational penalty

Compatibility is evaluated prospectively.

--------------------------------------------------

SUMMARY

Disbanding dissolves structures, not people.

Re-banding allows cooperation to resume without shame.
