NON-COMPLIANCE AND CAPABILITY RESTRICTIONS

PURPOSE

This document defines how non-compliance with documented policies is addressed through capability-based restrictions.
It avoids punitive measures and focuses on protecting shared systems and participants.

NON-COMPLIANCE DEFINITION

Non-compliance refers to repeated or intentional disregard for documented guidelines, including but not limited to:
- vendor and production policies
- funding separation rules
- branding and representation limits
- participation standards

Isolated or corrected mistakes do not constitute non-compliance.

CAPABILITY-BASED RESPONSE

Responses to non-compliance are capability-based rather than punitive.

This may include:
- suspension of printing or publishing privileges
- restriction of access to shared tools or platforms
- requirement to route activities through coordination
- removal from shared directories or listings

Restrictions apply only to system-supported capabilities.

PROPORTIONALITY

Restrictions should be:
- proportional to the issue
- reversible
- limited in scope

- persistent incompatibility
- refusal to correct
