Purpose

This document provides guidance on ensuring audiences understand that characters and presentations under this program are fictional and intended solely for entertainment.

Clear disclosure helps prevent misunderstanding and protects both participants and organizers.

Disclosure Principle

All public-facing character appearances should be accompanied by reasonable disclosure that:
- The character is fictional
- The presentation is for entertainment purposes
- No legal, religious, or governmental authority is implied

Disclosure does not need to be formal or disruptive, but it must be clear.

Methods of Disclosure

Disclosure may be provided through:
- Verbal introductions
- Written signage or programs
- Website descriptions
- Event announcements

At least one form of disclosure should be present when audiences are unfamiliar with the character.

Tone of Disclosure

Disclosure should be:
- Plain and understandable
- Non-apologetic
- Consistent with the tone of the event

It should not diminish enjoyment, but clarify context.

Examples

Acceptable:
- “This is a fictional character presented for entertainment.”
- “The following presentation is symbolic and ceremonial.”

Not acceptable:
- No disclosure when confusion is likely
- Implying official recognition or authority

Responsibility

Event hosts and performers share responsibility for ensuring appropriate disclosure.

If disclosure is not possible in advance, clarification should be made immediately if confusion arises.
