Purpose

This document exists to clearly distinguish entertainment activities from advocacy, instruction, persuasion, or authority-based messaging.

Public characters and event entertainment under this program are designed to be fictional, symbolic, and recreational. They must not cross into political, religious, legal, or ideological advocacy.

Entertainment Defined

For the purposes of this program, entertainment includes:
- Fictional storytelling
- Symbolic or ceremonial gestures
- Humor, satire, or folklore
- Light theatrical performance
- Cultural or celebratory themes

Entertainment may inspire reflection or enjoyment, but it does not instruct, direct, or compel behavior.

Advocacy Defined

Advocacy includes:
- Encouraging specific political positions or actions
- Promoting or opposing candidates, parties, or legislation
- Issuing moral, legal, or religious directives
- Claiming special insight, authority, or obligation

Advocacy is outside the scope of this program.

Boundary Rules

Characters and performances must:
- Avoid instructing audiences how to think, vote, or believe
- Avoid framing statements as obligations or commands
- Avoid claims of moral, legal, or spiritual authority
- Avoid targeting specific groups for persuasion

Statements should remain playful, symbolic, or clearly fictional.

Examples

Allowed:
- A fictional king offering a symbolic blessing
- A character telling a humorous story about tradition
- A ceremonial acknowledgment with exaggerated flair

Not Allowed:
- Political endorsements or opposition
- Religious preaching or sacraments
- Claims of legal recognition or authority
- Calls to action beyond voluntary participation

Local organizers and performers are responsible for maintaining these boundaries.

Failure to respect these distinctions may result in suspension or removal from the program.
