Purpose

This document defines what qualifies as a fictional character within the Public Character & Event Entertainment program and establishes firm limitations to prevent confusion, misrepresentation, or harm.

Definition of a Fictional Character

A fictional character under this program is:
- An invented persona
- Clearly symbolic or theatrical
- Not a real person, office, or authority
- Presented for entertainment purposes only

Fictional characters may be inspired by folklore, cultural archetypes, or imaginative concepts, but they must not imply real-world authority.

Required Characteristics

All fictional characters must:
- Use clearly fictional names or titles
- Avoid realistic impersonation of real roles
- Be presented in a context that signals entertainment
- Include disclosure when appropriate that the character is fictional

Prohibited Representations

Fictional characters must not:
- Impersonate real government officials or agencies
- Impersonate clergy or religious authorities
- Impersonate law enforcement or emergency services
- Claim legal, moral, or spiritual authority

Characters should use:
