Purpose

These guidelines establish expectations for volunteers who choose to perform, portray, or support fictional characters or themed entertainment under the Public Character & Event Entertainment program.

Participation is entirely voluntary and non-compensated unless otherwise specified through separate agreements.

Who May Participate

Volunteer performers may include:
- Adults who freely choose to participate
- Community members assisting with events
- Individuals portraying fictional characters
- Support roles such as handlers, narrators, or presenters

No prior performance experience is required.

Participation Expectations

Volunteer performers are expected to:
- Understand that the character is fictional
- Follow program boundaries and limitations
- Treat audiences respectfully
- Avoid offensive, discriminatory, or intimidating behavior
- Comply with local laws and venue rules

Conduct Standards

Performers must:
- Remain courteous and non-confrontational
- Avoid improvisation that implies authority or obligation
- Discontinue performance if confusion or discomfort arises
- Follow instructions from event hosts regarding timing and location

Opt-In and Opt-Out

Volunteers may:
- Decline participation at any time
- Pause or withdraw without penalty or explanation
- Request reassignment or removal from a role

There is no obligation to continue participation once discomfort arises.

Liability and Responsibility

Volunteer performers participate at their own discretion.

They are responsible for:
- Their own conduct
- Understanding the fictional nature of the role
- Observing safety guidelines
