What This Is
The Public Character & Event Entertainment Template Bundle is a nonprofit framework created by Charity Helpers Foundation to help communities safely create and host fictional public characters and themed entertainment events.
This system exists to make creative, character-driven engagement possible without confusion, impersonation, or legal risk. It provides clear structure so entertainment remains obviously fictional, ethical, nonprofit-aligned, and community-safe.
This is not a brand, a franchise, or a commercial license.
It is a template system intended for responsible local adaptation.
What “Public Character & Event Entertainment” Means
In this context, a public character is a fictional or theatrical persona presented in public settings for entertainment purposes. Examples include:

A fictional “King,” “Mayor,” or symbolic figure with no real authority

Costumed or role-based characters used for festivals or themed events

Narrative or lore-driven characters that create atmosphere and engagement
These characters may appear at:

What This Is Not
